Following the initiation of the Special Intensive Revision (SIR) of electoral rolls in Bihar and subsequently in 12 other states and union territories—including Uttar Pradesh and West Bengal—preparations are now in full swing for the exercise in Delhi. While the official start date for the national capital is yet to be announced, the groundwork has already begun.

Significance And Scope

This marks the first time since 2002 that a Special Intensive Revision of the electoral roll is being conducted in Delhi. A key focus of this revision is the identification of slum clusters or colonies that have been relocated or demolished since 2002. Officials are compiling full details of these areas to ensure accurate verification of voters who have moved.

Administrative Preparations And Training

To facilitate the process, the Chief Electoral Officer’s (CEO) office has appointed Booth Level Officers (BLOs) across all 70 assembly constituencies.

Training: Special training sessions have been conducted for District Election Officers (DEOs), Electoral Roll Registration Officers, Assistant Electoral Roll Registration Officers, and BLOs. This training covered the entire revision process and the usage of the relevant mobile application.

Upcoming Meeting: A review meeting is scheduled for next week at the CEO’s office. All DEOs will present reports on their readiness, including assessments for additional staff, printing of enumeration forms, and procurement of necessary materials.

Voter Convenience And Document Exemption

To streamline the process for the public, the final 2002 electoral roll was uploaded to the official website of the Chief Electoral Officer (Delhi) in September.

Verification: Voters can check this list to verify details such as their names and their parents' names.

Cross-Referencing: The current electoral roll will be cross-referenced with the 2002 list. Significantly, voters whose names appear on both lists will not be required to submit any additional verification documents.

Focus On Relocated Colonies

DEOs have been specifically instructed to map slum clusters and colonies removed after 2002. They must provide details regarding the former and current assembly constituencies of the displaced residents to ensure they are correctly enrolled.

Public Outreach

An awareness campaign regarding the SIR will be launched in collaboration with Resident Welfare Associations (RWAs). DEOs have been directed to coordinate with RWA representatives to ensure the message reaches all residents.
