MP News: The Mohan Yadav government in Madhya Pradesh is planning to make major and historic legislative changes in the upcoming Monsoon Session of the Legislative Assembly. The chief minister has approved nine important bills to be presented at the Jagdishpur cabinet meeting on Sunday.
These new bills significantly simplify the rules for establishing private universities in the state, while also introducing provisions to promote industries and crack down on coaching institutes.
Here Are The Key Decisions Of The Mohan Government:
1. Opening a private university becomes easier: The 25-acre land requirement has been removed.
The government has approved the Private Universities (Establishment and Operation) Amendment Bill to increase investment in the higher education sector.
- Multi-story private universities: Now, multi-story private universities can also be opened in the state.
- Land regulations changed: Previously, the requirement to have at least 25 acres of land to open a private university was mandatory, but this is now being completely abolished. Instead, the requirement of "sufficient land" is being added to the law, making it easier for any university to open within the city or near the city limits.
2. Ease of doing business: A separate "Business Secretariat" will be established. The "MP Ease of Doing Business Act 2026" is being introduced to save industrialists and investors from the hassle of running around offices.
- Single-window clearance: An "Ease of Doing Business (EODB) Secretariat" will be established within the MP Industrial Development Corporation, where all approvals for new industries will be available at a single window.
- No need for a PCB certificate: The initial requirement for a Pollution Control Board certificate, which previously took 4-5 months, will no longer be necessary to set up an industry. The 'Letter of Establishment' will be issued only on the basis of the investor's affidavit.
3. Crackdown on Coaching Institutes: Admission of children under 16 years of age will be prohibited. Aiming to curb the arbitrariness of private coaching institutes and reduce student stress, the 'MP Private Coaching Institutes (Registration and Regulation) Bill, 2026' will be introduced.
-Age limit fixed: Admission of children under 16 years of age in coaching institutes will be completely prohibited, which means students will not be able to attend coaching before 11th grade.
-Strictness on misleading advertisements and fees: Registration of coaching institutes will be mandatory, and they will not be able to issue misleading advertisements. If a student drops out, the institute will be required to refund the remaining fees on a pro-rata basis within 10 days.
4. New Fire Act: The fire NOC will be mandatory for buildings taller than 15 meters. The "MP Fire and Emergency Services Bill, 2026" is being introduced to strengthen safety. Under this, a fire NOC will be mandatory for every multi-story building taller than 15 meters, schools with more than 500 students, hotels with more than 15 rooms, malls, and hospitals with more than 50 beds.
Bills Likely To Be Tabled In Monsoon Session
- MP Uniform Civil Code (UCC) Bill, 2026: There will be a uniform law for marriage, divorce, adoption, and inheritance for all religions. Live-in relationships will be registered compulsorily, and men and women will have equal rights in ancestral property, although tribal communities will be exempted.
- MP Labor Code, 2026: Six-year-old labour laws will be abolished and a new law will be implemented that is in line with the Central Labour Code.
- MP Civil Security Code (Amendment) Bill, 2026: Judicial and police investigation processes will be fully digitised in accordance with the Indian Civil Security Code.
