State Bureau, Lucknow: Nearly 400,000 outsourced employees working in government departments across Uttar Pradesh may soon get a major relief. The state government is likely to extend the benefits of increased honorarium (remuneration) and other essential facilities to them from September onwards. To ensure the smooth implementation of this system, officials have been directed to complete the special portal of the Uttar Pradesh Outsource Service Corporation (UPKAS) by August 2026 under all circumstances.
Transparent, Tech-Driven System Coming UP
The portal is expected to play a key role in streamlining the management and delivery of benefits to outsourced workers across the state. According to Jagran.com report, the responsibility for developing this digital portal has been entrusted to a private entity through UP DESCO. This single-window portal will host comprehensive data on outsourced personnel, applications for new recruitments, honorarium rates, and detailed information regarding other applicable benefits.
During a recent review meeting, Chief Minister Yogi Adityanath issued strict directives to make the outsourcing system entirely technology-driven, transparent, and employee-friendly. Notably, the government order for the formation of the Uttar Pradesh Outsource Services Corporation (UPCOS) was issued on 20 September 2025, under which the Managing Director and other officials have already been appointed.
Under this new system, employees will receive a monthly honorarium ranging from a minimum of Rs 20,000 to a maximum of Rs 40,000. In addition, all workers will be provided with social security benefits such as Employees’ Provident Fund (EPF) and Employees’ State Insurance (ESI).
New Pay Structure
The government has also defined four categories for remuneration:
Category 1: Rs 40,000
Category 2: Rs 25,000
Category 3: Rs 22,000
Category 4: Rs 20,000
