Jharkhand has officially implemented the Jharkhand Professional Educational Institutions (Fee Regulation) Act, 2025, after Governor Santosh Kumar Gangwar granted his assent to the bill. The Law Department has now issued the notification, bringing the provisions into effect.
Under the new act, a fee determination committee will be formed to regulate fees for professional courses such as engineering, medical, and management across the state. The committee will be headed by a retired High Court judge, appointed on the recommendation of the Chief Justice of the Jharkhand High Court.
A Vice-Chancellor, nominated by the Higher and Technical Education Department’s Secretary, will serve as the vice-chairperson. Representatives from central regulatory bodies, including the AICTE and the National Medical Commission, will be part of the committee. The member secretary will be from the Higher and Technical Education, Health, or Agriculture Department, depending on the course concerned.
The bill, passed during the monsoon session of the Jharkhand Assembly, empowers the committee to fix fees for professional institutions based on available infrastructure.

The fees determined for any institution will remain valid for three years, after which they must be reassessed. Institutions will not be allowed to collect fees beyond one year at a time.
The committee will also have the power to hear complaints regarding excess fee collection or capitation fees and take punitive action against institutions found violating norms, as outlined in the act.
