The long-pending redevelopment of Ghaziabad’s decades-old Tulsi Niketan housing scheme has finally moved forward with the signing of a memorandum of understanding (MoU) between the Ghaziabad Development Authority (GDA) and NBCC (India) Limited on Thursday. The project is expected to bring major relief and improved living conditions for more than 20,000 residents.

GDA Vice-Chairman Nand Kishore Kalal announced that the redevelopment will be carried out in two phases. Following the MoU, NBCC will submit a preliminary report within eight weeks, outlining the implementation model for the project. In the second phase, a Detailed Project Report (DPR) will be prepared based on the initial findings. The redevelopment will be executed on a Public-Private Partnership (PPP) model, ensuring that neither the GDA nor the allottees bear any financial burden.

NBCC, a Government of India enterprise, has been appointed as the Project Management Consultant (PMC) for the initiative. Kalal said the project aims to provide Tulsi Niketan residents with modern, safe, and upgraded housing.

Developed by the GDA in 1989-90, the Tulsi Niketan scheme spans 7.83 hectares and includes 2,292 flats, of which 2,004 belong to the Economically Weaker Section (EWS) category and 288 to the Low-Income Group (LIG). The scheme also features 60 commercial shops. Today, the area is home to more than 20,000 people.

Under the redevelopment plan, new multi-storey residential buildings will be constructed on the scheme’s 16-acre land parcel in collaboration with private developers.
