Connectivity between Uttarakhand and Himachal Pradesh is set to undergo a rapid transformation. The journey from Dehradun to Paonta Sahib, which previously took nearly two hours due to traffic jams, narrow roads, and congestion, can now be completed in just 35 minutes. This major change has been made possible by the Ballupur-Paonta Sahib Four-Lane National Highway Project (NH-07), which is now in its final stages under the National Highways Authority of India (NHAI). With 90 per cent of the work completed, the highway has been opened for vehicular movement.
Due to rapid urban expansion, industrial activities, and tourism pressure, this corridor had long been one of the busiest and most congested routes in North India. Now, through the four-lane Greenfield highway and bypass, not only has the distance decreased, but travel time and fuel consumption have also been significantly reduced. This project is emerging not just as a road, but as a new axis for the economic and social development of Uttarakhand and Himachal Pradesh.
This section of NH-07 handles the pressure of thousands of passengers, industrial, commercial and tourist vehicles daily. Plagued by limited width, ribbon development, and rapid urban sprawl, this route had long struggled with traffic jams and road safety challenges. This project was designed as a permanent solution to these issues. On Friday, NHAI officials inspected the new highway to review the progress of the work.
Greenfield Bypass: A Gamechanger
Under NH-07, the 44.8-kilometre route from Paonta Sahib to Ballupur Chowk (Dehradun) is being developed into four lanes. A key feature of this project is the inclusion of a nearly 25-kilometre Greenfield bypass. This bypass avoids congested towns such as Paonta Sahib, Herbertpur, Sahaspur, Selakui and Sudhowala.
This bypass has reduced the total length of the route by approximately seven kilometres, which has had a direct impact on travel time. Heavy vehicles and through-traffic can now pass directly via the highway without entering the cities.
Direct Benefit From The Delhi-Dehradun Corridor
This project is also connecting with the Delhi-Dehradun Economic Corridor. As a result, external vehicles entering Dehradun city will have an alternative route, providing the state capital with much-needed relief from its chronic traffic jam problems. This route will prove to be extremely crucial, especially for industrial, logistics and tourism traffic.
Project Details: Two Packages Worth Rs 1,646 Crore
The four-lane highway is being developed in two packages under the Hybrid Annuity Mode (HAM). The total cost of Rs 1,646.21 crore includes land acquisition, forest clearance, and utility shifting.
Package-1 (Paonta Sahib–Mednipur, 18.7 km): Costing Rs 553.21 crore, this includes a 1,175-meter-long four-lane bridge over the Yamuna River.
Package-2 (Mednipur–Ballupur, 26.1 km): Costing Rs 1,093 crore, this involves the development of urban bypasses, underpasses, and service roads. The project affects 21 villages in Uttarakhand and 4 in Himachal Pradesh.
Traffic Operations Begin On 31.5 Km Stretch
Most of the bridges, underpasses, and structural works of the project have been completed. Commercial traffic has already commenced on a 31.5-kilometre stretch, while the remaining RE (Reinforced Earth) wall and final pavement works are targeted for completion by February 2026.
By bypassing congested towns like Paonta Sahib, Herbertpur, Sahaspur, Selakui and Sudhowala, there will be a massive reduction in both travel time and fuel consumption. The four-lane configuration has been designed keeping in mind future traffic needs, high capacity, and superior road safety. This corridor will also ensure better and faster access to Yamunotri, the first stop of the Char Dham Yatra.
