The Telangana government has planned to develop Hyderabad as the Artificial Intelligence (AI) capital of the country and to declare the internet as the basic right in the state, Telangana Governor Tamilsai Soundararajan said while addressing the joint session of the state Legislative Assembly and Legislative Council on the first day of the Budget session.

Governor Soundararajan stating the development plans of the Telangana government said that the state will not only create digital infrastructure but also make it accessible for the general public. She said that the Congress government in the state is determined to utilise the potential of new technology, particularly AI. 

The Telangana governor added that the CM Revanth Reddy-led government wants to position Hyderabad and Telangana as the AI capital of the nation by inviting the top global and national technology companies to set up their AI centres, with a dedicated AI City in 50-100 acres. The Governor stated that the government plans to support the industrial and service sectors with a new approach, as the state has a lot of untapped potential in these areas. 

She said that the new policy will be based on a careful analysis of the current situation, the feedback from the stakeholders, and the best practices from around the world. She said that Telangana aims to be a model state where investors, both new and existing, have a smooth experience from the start to the end of their projects.

The government will launch a new policy to assist MSMEs with better technology, skilled manpower, funding, market access and prevention of industrial sickness, she said. A special mechanism will be created to support MSMEs and address their issues. She assured that the government will continue to back the ‘champion sectors’ like IT and Pharma, and proposed to establish 10-12 Pharma village clusters, each covering an area of 1000 to 3000 acres.

She said that the government will focus on sectors that have not been fully utilised as per their potential, such as leather and footwear, gems and jewellery, chemicals and plastic, engineering goods, FMCG products, high-value food processing, Electric Mobility, and storage and ensure that each sector has a dedicated industrial park and a supporting ecosystem.

She said that the government will give top priority to skill training and vocational education to address skill gaps and meet the needs of Industry 4.0. She said that the government will transform all government ITIs in the state into Advanced Technology Centres, with an estimated cost of about Rs. 2,000 crore.

These centres will offer NCVT-approved long-term and short-term courses in high demand trades and will benefit nearly one lakh youth in Telangana. Skill universities will be set up across the state to prepare a skilled and empowered workforce. These skill universities will act as centres of excellence, providing our youth with the required knowledge and skills to cope with the changing job market.

She said that the government will come up with a comprehensive energy policy to promote all kinds of green energy like solar, wind, hybrid (solar and wind), as well as storage (pumped or battery) to meet peak requirements.
