Fully Literate States of India: India has made significant efforts for its overall growth in the world landscape in the past few decades. Especially in its path towards universal literacy, which has been one of the greatest improvements and toughest challenges. The nation has made continuous efforts in the education sector, which has made several states reach close to universal literacy levels. An Indian state is referred to as Fully Literate by the Ministry of Education if it reaches or exceeds the 95% literacy level threshold. The states that achieve a milestone are not just about numbers but also highlight the success of continuous education campaigns, community involvement, and government action in India. Which Are The Fully Literate States Of India?
1. Mizoram:
Mizoram is India's first completely literate state, having crossed the 95 per cent threshold with 98.2 per cent literacy in 2025. All thanks to the northeastern Indian state’s steady progress with continuous efforts in educational reforms, civil society movements, and well-targeted campaigns, especially in rural areas. The state's success is a national achievement and a benchmark for other states.
2. Goa:
Goa's robust educational heritage and investment in education allowed it to conquer the 95 per cent literacy threshold. The state's small geopolitical size, urbanisation, and focus on inclusive education highlight its success in the education sector. Additionally, Goa is the second Indian state to attain a complete literacy rate, with proper government attention for quality education across the state.
3. Tripura:
Tripura has attained a literacy rate of 95.6 per cent in 2025, all thanks to its ULLAS programme (Understanding Lifelong Learning for All in Society), adult education, cyber literacy and community-led innitiatives. The state’s huge transformation from a 20.24 per cent literacy level in 1961 to being one of the fully literate states in India today highlights its constant focus on better educational policies and public participation. Tripura is the third Indian state to become fully literate, which is a revolutionary chapter in the history of India's education.
