Chief Minister Yogi Adityanath on Monday directed senior officials to ensure strict security arrangements for the upcoming events of Kartik Purnima, Dev Deepavali, Guru Nanak Jayanti, Dadri Mela in Ballia, and Garhmukteshwar Mela in Hapur.
During a video conference reviewing law and order, IGRS, the CM Helpline, festival preparations, paddy procurement, and health services, the Chief Minister instructed the DMs and SPs of all districts that cleanliness, security, and vigilance must be the top priorities.
He emphasised that these duties are "not just an administrative responsibility, but a task of service and compassion," and that it is the duty of every official to ensure the "convenience, security and respect of every devotee."
Stern Warning On Police Discipline
- The Chief Minister issued a stern warning specifically to police personnel who make reels while on duty at sensitive locations.
- He instructed that any personnel found doing so be removed from sensitive posts to prevent major lapses due to negligence.
- He explicitly stated that such personnel should not be assigned to duty during Dev Deepavali and other major events, in order to maintain discipline and decorum in public service.
- "Any lapse in security cannot be tolerated," he added.
Directives For Fairs And Ghats
The CM highlighted that hundreds of thousands of devotees arrive at ghats and fairs during these festivals, and "no negligence regarding crowd management, cleanliness and security arrangements will be acceptable."
Security: Police must keep a close watch on "anarchic elements" and take strict action against them. The presence of undesirable elements at bathing ghats, fairs, and crowded places "should not be allowed under any circumstances." The administration must ensure the atmosphere remains peaceful, safe, and devotional.
Facilities: Adequate lighting, floating barriers, CCTV cameras, health sub-centres, mobile toilets, lost and found centres, and changing rooms must be ensured at the ghats in advance.
River Safety: Noting that the water level in rivers is currently high and the flow is strong, he called for extra vigilance at bathing ghats.
- SDRF and NDRF teams are to be deployed.
 - No boatman or tourist is to be allowed to go boating without a life jacket.
 
Focus On High-Traffic Districts
Finally, the Chief Minister instructed that strict security arrangements be ensured in districts expecting the highest number of devotees. These include Kashi (especially for Dev Deepavali), Ayodhya, Prayagraj, Hapur, Muzaffarnagar, Amroha, Badaun and Ballia.
