Despite ongoing protests by farmers, the Meerut district administration has prepared a proposal to purchase land for the second phase of the industrial corridor along the Ganga Greenfield Expressway and forwarded it to the commissioner. The proposal will next be sent to the Uttar Pradesh Development Authority (UPDA) in Lucknow for approval.
Under the second phase, 292 hectares of land in three villages, Kharkhari, Chhatri, and Govindpuri, along Hapur Road, have been identified for acquisition. The state government aims to expedite the process due to increasing interest from domestic and foreign companies. The administration has estimated the cost of land at Rs 453 crore, excluding compensation for standing assets on the farmland.

Land acquisition has remained stalled for nearly a year because of persistent opposition from farmers. Residents of the three affected villages have repeatedly approached district officials, refusing to part with their land and demanding the cancellation of the proposed expansion.
Meanwhile, in the first phase of the industrial corridor project, consensus-based purchase of 214 hectares of land in Bijauli and Kharkhauda is nearing completion.

However, the district administration has been unable to advance the second-phase purchase due to the farmers’ resistance, even as investors continue to visit Meerut in anticipation of industrial development. The government and UPDA are pushing to conclude the land procurement at the earliest.
