A strategic initiative to alleviate the shortage of industrial plots for Micro, Small and Medium Enterprises (MSMEs) is set to benefit a significant number of entrepreneurs. With government industrial areas currently unavailable, the state government is promoting the establishment of private industrial areas through the Pledge Scheme (Pledge Yojana).
Under this scheme, "Pledge Parks" are being developed where plots are specifically reserved for MSMEs. The initiative aims to make approximately 200 plots available across three separate parks.
Status Of Upcoming Pledge
Parks Currently, three projects are at various stages of development:
Mahavir Industrial Area: Located on Mawana Road, this is the district's first Pledge Park. It is currently being developed and comprises 23 plots.
Second Pledge Park: The process for this park is underway, with the file currently awaiting a No Objection Certificate (NOC) from the Irrigation Department. It is expected to yield 65–70 plots.
Third Project: Following a recent amendment to the scheme, a new developer has expressed interest. Discussions are expected to progress soon, with this project potentially offering more than 90 plots.
Key Features And Incentives For Developers
To encourage private developers to build these parks, the government has introduced substantial concessions under the amended Pledge Park scheme:
MSME Reservation: In every Pledge Park, 75 per cent of the plots are strictly reserved for MSMEs.

Development Charge Exemptions
Within Authority Jurisdiction: Developers establishing an industrial area of 15 to 50 acres within an authority's jurisdiction will receive a 75 per cent exemption on development charges.
Outside Authority Jurisdiction: If the area is located outside the authority's jurisdiction, the exemption increases to 100 per cent.
Infrastructure Support: If the industrial area is situated far from the main road, the Public Works Department (PWD) will construct a connecting road of up to 2.50 km.

Official Statement
Dipendra Kumar, Deputy Commissioner of Industries, commented on the progress:
"Efforts are being made to develop private industrial areas under the Pledge Park scheme. One park is being developed, while two are in process. This is creating a new environment. Industrial organisations and real estate developers will soon be approached and urged to develop new industrial areas."
