The Yamuna Expressway Industrial Development Authority (YEIDA) is preparing to tighten its stance on allottees who have registered their residential plots but have yet to begin construction in Noida. The deadline for completing construction on allotted plots expires in December, after which plot owners will be required to pay an extension fee as per the prescribed rules.

According to officials, over 12,000 residential plots under YEIDA have been registered so far, but construction has been completed on only about 1,000 of them. The Authority’s residential sectors include Sectors 16, 17, 18, 20, and 22D. YEIDA launched its first housing scheme in Sectors 18 and 20 in 2009, allotting a total of 30,011 plots.

After resolving land disputes with farmers, YEIDA expedited possession handovers. Of 16,562 plots for which checklists were issued, more than 50 per cent have been registered, but the majority remain undeveloped. Initially, delays in providing basic infrastructure such as roads, electricity, sewerage, and water contributed to the slow pace of construction.

Allottees were allowed to build on their plots without penalty until December, but with the deadline approaching, the Authority plans to enforce compliance more strictly. While construction in industrial sectors has picked up significantly, residential sectors continue to lag.

YEIDA officials stated that allottees who fail to construct and obtain a completion certificate within the stipulated period will be required to seek an extension on payment of fees. Under the rules, plot owners must complete construction within three years of registry and possession; a one-year extension can then be granted with a 4 per cent late fee.
