The UP Co-operatives Department has issued new guidelines to ensure farmers get fertiliser easily and on time during the Kharif season. Commissioner and Registrar Yogesh Kumar has circulated a Standard Operating Procedure (SOP) to district-level officials and registrars for smooth distribution.

Under the new system, fertiliser will be supplied through Multi-Purpose Co-operative Societies (M-PACS). Officials have been instructed to arrange sheds and tents at society centres to protect farmers from the sun and rain while they wait in queues. A public address system will also be used to manage queues.

To avoid biometric issues during fingerprint verification, Point of Sale (PoS) machines must be kept clean, and farmers should be advised to wipe their fingers before scanning. Each society has been directed to supply fertiliser only to farmers within its own area, ensuring equal access across centres. Distribution centres will remain open daily, and adequate stock must be maintained for all farmers.

The Commissioner has clarified that fertiliser will also be available to sharecroppers (bataidars), provided they show a written consent letter from the landowner. Similarly, non-member farmers can obtain fertiliser after taking membership of the society. In such cases, their Khatauni (land records) and Aadhaar details must be recorded.

Societies have been asked to keep registers of stock and distribution updated at all times. Regular inspections will be carried out from the block to the divisional level, with reports sent to headquarters every Wednesday evening. District Magistrates have also been authorised to involve private vendors, if needed, to ensure an uninterrupted supply.
