Following a court directive, the UP government has issued comprehensive guidelines to tackle the rising cases of stray dog attacks in urban areas and reduce human-animal conflict.
According to the order issued by Principal Secretary (Urban Development) Amrit Abhijat, municipal bodies will be required to establish sufficient feeding zones for stray dogs in each ward, keeping them away from children’s play areas, high-traffic spots, and entry-exit points. Feeding will only be allowed at designated times and places, with responsibility for cleanliness resting on those who feed the animals.

The guidelines also mandate continuous sterilisation and rabies vaccination under the Animal Birth Control (ABC) Rules, 2023. Resident Welfare Associations, Apartment Owners’ Associations, and local bodies will mutually decide on feeding locations. Disputes will be resolved by a committee comprising veterinary, police, animal welfare, and civic officials.
Authorities have also directed the creation of permanent enclosures in municipal areas to isolate aggressive dogs. Rabid and violent strays will be kept under observation, while healthy dogs will be sterilised, vaccinated, and released.
Feeding dogs outside designated spots will be prohibited, and any misbehaviour with enforcement officers, particularly women animal protectors, will attract strict legal action.
A state-level monitoring cell under the Additional Director (Animal Welfare) will track sterilisation progress, with monthly reports to be prepared. Municipal bodies and NGOs demonstrating excellence in dog vaccination, sterilisation, and management will be rewarded.
Adopted stray dogs cannot be abandoned, the order further stressed.
