In an effort to promote cow protection and natural farming, the Uttar Pradesh government is converting cow shelters into resource centers for agricultural activities. The plan involves establishing vermicompost units at these shelters with the help of the agriculture department, providing a sustainable source of fertilizer. 

This initiative focuses on promoting cow-based natural farming along the Bundelkhand region and the banks of the Ganges and its tributaries, aiming to integrate 2.5 lakh farmers across 2,144 gram panchayats. 

50-hectare clusters are being formed for this project, with a budget allocation ofRs 250 crore over the next two years. Currently, over 7,700 cow shelters in the state house 12.5 lakh stray cattle.

The government has also allocated Rs 2000 crore in the 2025-26 budget for the protection of stray cattle and is constructing 543 large cow shelters. To boost income, the concerned departments will collaborate with the agriculture department to install vermicompost units at these shelters, based on their capacity. 

Training will be provided on processing cow dung and urine. Additionally, 'Krishi Sakhis' (agricultural advisors) will be appointed at a monthly honorarium of Rs 5,000 to educate farmers about cow-based farming.
