Under Chief Minister Yogi Adityanath, the Uttar Pradesh government has launched a major initiative to make cow shelters (Gaushalas) across the state self-reliant. As part of the plan, a model cow shelter will be established in each district and developed into a tourist destination to promote cow tourism, generate employment, and provide income for local communities.
The government aims to boost self-reliance in cow shelters through the commercial use of cow-derived products such as milk, ghee, dung, urine, and urine-based products. Women’s self-help groups will be engaged to produce and market cow-dung-based items at the local level.

Ahead of Diwali, the government has directed the promotion of lamps, idols, and decorative items made from cow dung, with awareness campaigns planned to encourage public use. Livestock and Dairy Development Minister Dharampal Singh stated that efforts will ensure the availability of these products in markets, supporting the 'Vocal for Local' initiative.
Principal Secretary for Livestock and Dairy Development, Mukesh Meshram, added that officials have been instructed to prepare district-level plans for the commercial use of cow dung and urine. This initiative is expected not only to enhance the self-reliance of cow shelters but also to strengthen the rural economy.
The scheme, launched under the guidance of Chief Minister Yogi Adityanath, is seen as a step toward promoting cattle conservation in Uttar Pradesh while giving a new identity to indigenous industries through cow-based products.
