Eight months after the Uttar Pradesh Housing and Development Board announced Shalimar Group’s integrated township project on Deva Road in Lucknow, the acquisition process under Section 28 is now progressing. In a major policy shift, the state government has reduced the minimum land requirement for integrated townships from 25 acres to 12.5 acres, paving the way for new projects on smaller land parcels and enabling the completion of 28 stalled schemes.

The Housing and Development Board and the Lucknow Development Authority have begun identifying incomplete projects that can be revived under the revised norms. This marks the first significant change in the township framework in nearly two decades. Previously, only five integrated township schemes could be implemented due to land constraints.

Earlier this year, the Housing and Development Board approved land acquisition for Shalimar Group’s township on Deva Road, including Gaon Sabha land and village access roads (Chakroad). Once the Detailed Project Report (DPR) is cleared, the township is expected to be completed within five years, featuring residential plots, group housing, and essential urban facilities.

Under the UP Township Policy 2023, the Housing and Development Board acts as the nodal agency for townships located outside development authority limits. It oversees licensing, land acquisition, and map approval for such projects, following the same framework used for its own townships.

Shalimar Group has already purchased 90 per cent of the land required for the 158-acre township in Khajurgaon and Tindola Pargana on Deva Road, Barabanki. The remaining 10 per cent is being acquired by the Housing and Development Board under Section 28.

What Is an Integrated Township?

An integrated township is a planned, self-contained urban area that includes residential, commercial, institutional, and recreational facilities. With schools, hospitals, shopping complexes, parks, and essential services located within the same zone, such townships reduce commute time and offer a secure, holistic living environment.
