The Uttar Pradesh government has announced major reforms to simplify property registration and make the process more transparent. Under the new plan, the circle rate applicable for main roads will no longer apply to properties located in lanes within a 100-metre radius. The parameters used to determine the circle rate will be reduced from 40 to 15, ensuring uniformity across the state.

Stamps and Registration Minister Ravindra Jaiswal said that the simplified system will reduce disparities in circle rates, stamp duty evasion, registration disputes, and legal cases.

Citizens will soon be able to register their properties themselves through the departmental website, check the circle rate online, book a slot, and complete the registration without external assistance. A government order in this regard is expected to be issued soon. 

To ease the festive-season rush, Jaiswal announced that property registration offices will remain open until 6 pm until October 31.

Additionally, registration fees, which currently must be paid online for amounts exceeding Rs 5,000, can now also be paid in cash during this period to address technical issues and server downtimes. Registration requires payment of stamp duty along with a registration fee of one per cent of the property’s value.
