The Uttar Pradesh government has adopted a mission-mode approach to ensure the timely completion of ongoing sports infrastructure projects across the state. Stressing strict accountability, Minister of State for Sports (Independent Charge) Girish Chandra Yadav on Monday issued a clear warning against any laxity or irregularities in construction works, stating that delays will invite a penalty of Rs 1,000 per day, to be deposited in the government treasury.
Chairing a review meeting at KD Singh Babu Stadium, Lucknow, the minister directed district officials to conduct daily inspections and monitor all construction activities. He emphasised that sports facilities must be made available to youth on time, and any negligence will be dealt with seriously.
To ensure quality control, a district-level committee under the chairmanship of the District Magistrate has been formed. This committee will be responsible for conducting inspections and submitting monthly reports to the Directorate. In case of substandard work, both the concerned officers and the executing construction agency will be held accountable.
For projects that have achieved 100 per cent completion, the minister instructed officials to complete the handover process promptly following a satisfactory quality check, so that inauguration dates can be finalised.
Principal Secretary Manish Chauhan informed that projects costing less than Rs 5 crore must be completed within 12 months, while those exceeding this cost should be completed within 18 months.
Further, for projects involving synthetic running tracks and hockey grounds, it will be mandatory to obtain certifications from the Athletics Federation and Hockey Federation before handover. Only experienced and qualified contractors will be assigned work for specialised facilities such as badminton courts, swimming pools, hockey grounds, and running tracks.
Senior officials, including Secretary Suhas LY, Director Dr RP Singh, Joint Secretary HN Singh Yadav, and project managers from all implementing agencies were present at the meeting.
