Chief Minister Yogi Adityanath will launch a scheme to establish industrial areas in all districts of Uttar Pradesh on October 31, marking the 150 birth anniversary of Sardar Vallabhbhai Patel.
Under the "MSME Industrial Area and Employment Scheme," the Micro, Small and Medium Enterprises (MSME) department will establish industrial and employment zones on 100 acres in each district.
Phased Launch And Land Allotment
The scheme will be launched in phases:
Phase 1 (October 31): The Chief Minister will virtually launch the scheme in 15 districts where land has been identified. These districts are:
- Kanpur Nagar
- Kanpur Dehat
- Mirzapur
- Mau
- Barabanki
- Jalaun
- Jhansi
- Kannauj
- Aligarh
- Rae Bareli
- Etawah
- Meerut
- Farrukhabad
- Bulandshahr
- Bhadohi
Phase 2: Industrial areas will be established in 15 to 20 subsequent districts.
Phase 3: The scheme will be expanded to all remaining districts.
The MSME department is preparing a land bank by identifying land with the help of District Magistrates. Under the new scheme, plots of 1,000, 2,000, and 4,000 square metres will be made available to investors. Special employment zones will also be established within all industrial areas.
A New Role For The MSME Department
MSME Minister Rakesh Sachan stated that this marks the first time since 1960 that the department will develop its own industrial areas. Until now, the MSME department's authority to prepare a land bank was limited to Bhadohi; this is now being extended to all districts.

The new MSME industrial areas will be equipped with facilities including:
- Roads
- Street lights
- Facilitation centres
- Common Effluent Treatment Plants (CETPs)
- Exhibition grounds
- Industry offices
- All other facilities related to industry and employment
Current State of MSMEs In Uttar Pradesh
This initiative aims to build on the state's strong MSME base:
Operational Units: 9 million MSME units are currently operational in UP (8.964 million micro-industry units and 36,000 small industry units).
National Share: This accounts for a 14 per cent share of the country's entire MSME sector.
Employment: 14 million people have been provided employment through these MSME units.
Exports: The sector holds a 45 per cent share in the state's exports.

In addition to textiles and garments, UP has increased its participation in key MSME sectors such as handicrafts, handloom, weaving, embroidery, carpets, Chikankari, leather, dairy, fruit processing, and agricultural products, as well as in IT services, software development, and digital marketing.
