In a significant development for municipal governance, Uttar Pradesh has introduced new recruitment provisions for traffic, environmental, and planning officers in municipal bodies under the Uttar Pradesh Municipal (Centralised) Service Rules 2025. 

The rules, issued by P Guruprasad, Principal Secretary of the Urban Development Department, provide for the creation of several new posts across municipal corporations and councils.

Under the Uttar Pradesh Municipal Environmental Service, Superintending Engineers and Executive Engineers (Environment) will be appointed in municipal corporations. Similarly, the Uttar Pradesh Municipal Traffic and Transport Engineering Service will see recruitment for Superintending Engineer and Executive Engineer (Traffic) positions.

To enhance urban development and sanitation systems, municipal councils will also appoint a Chief Sanitation Officer, a Senior Town Planner, and a Town Planner. In municipal corporations, Principal Animal Welfare Officers and Senior Animal Welfare Officers will be appointed to oversee cow shelters (gaushalas).

The cabinet had approved the 29th Amendment to the Uttar Pradesh Municipal (Centralised) Service Rules 2025 on  September 26, which clarified service conditions for municipal employees. With these rules now in effect, the recruitment process for 3,601 posts in municipal bodies is expected to be expedited.

Meanwhile, candidates affected by reservation issues in the 69,000-assistant teacher recruitment drive for council schools have announced that they will not celebrate Diwali this year. Led by Sushil Kashyap, president of the Backward-Dalit Joint Front, and patron Bhaskar Singh, the candidates said they have been denied justice for five years due to a reservation scam in the recruitment process.

The front’s spokesperson, Rajan Jaiswal, stated that despite winning in the High Court, progress in the Supreme Court has stalled due to weak government representation. 

Another spokesperson, Jagbir Singh Chaudhary, warned that if the government does not file an affidavit in favour of the petitioners by 28 October, candidates will stage a protest in Lucknow. Several candidates said the prolonged delay has left them financially and mentally strained, making every Diwali “dark” for them.
