The UP government has issued a notification announcing the first amendment to the Pledge-Private Industrial Park scheme, aimed at boosting the development of private industrial areas. As per the revised norms, the mandatory road width requirement has been reduced from 12 metres to seven metres for certain industrial parks.
According to the notification issued by Alok Kumar, Additional Chief Secretary of the Industrial Development Department, only non-polluting industries, those in the green and orange categories, will be allowed in private industrial parks located along seven-metre-wide roads. A 1.5-metre footpath on either side of the road will also be compulsory.
The amendment further clarifies that parks developed along 12-metre-wide roads may host industrial units of all categories.
A development charge of 25 per cent will apply to industrial parks within areas notified by development authorities, while no such charge will be levied on parks located outside these zones. Within notified areas, layout plan approvals will be granted by the respective development authority; outside these zones, approval will be issued by the Director of Industries or an authorised officer.
The notification also states that stamp duty will be levied by treating the entire industrial park as a single unit, based on assessment by the District Magistrate.
To support the internal development of private industrial parks spread across 10 to 50 acres, the government will provide an incentive of Rs 50 lakh per acre as a loan at one per cent interest. Additionally, it will be mandatory to allocate 10 per cent of the land for facilities such as hotels, restaurants, cafeterias, EV charging stations, fuel stations, banks, medical centres, skill centres, and public convenience services.
