Uttar Pradesh has received investment proposals worth Rs 4,320 crore from 15 companies for setting up liquor, beer, wine, and alcohol production units. These proposals were submitted to the state’s Excise Department during an investors' conference organised by Invest UP and the Excise Department at Indira Gandhi Pratishthan on Wednesday.

State Excise Minister (Independent Charge) Nitin Agarwal assured investors that all necessary facilities will be provided in line with the state’s excise policy. He highlighted the department’s significant role in making Uttar Pradesh a trillion-dollar economy.

During the event, Agarwal released a report by the International Spirits and Wine Association of India (ISWAI), which stated that the state earned Rs 56,000 crore in liquor revenue in 2023–24 and created employment for 5.3 lakh people. Excise revenue accounts for 25 per cent of the state's internal tax income.

The minister said the new Excise Policy for 2025–26 focuses on promoting tourism by encouraging the establishment of wineries and microbreweries. So far, 142 proposals have been received for alcohol-based industries, out of which 135 MoUs are currently under process for investments worth Rs 39,479.39 crore. Additionally, 19 units have already been set up with an investment of Rs 2,339.6 crore.

He also mentioned that states like Punjab, Karnataka, Maharashtra, Odisha, Madhya Pradesh, and Andhra Pradesh are studying UP’s excise policy to develop their models.

Excise Commissioner Adarsh Singh noted that significant changes have been introduced in the new excise policy, which are expected to deliver strong results in the coming years. ISWAI CEO Sanjit Padhi and Wine Growers Association of India secretary Ashwin Rodrigues highlighted the immense potential for wine production in Uttar Pradesh. Dr Tarun Bajaj, Director of APEDA, Government of India, suggested the need for a separate export policy for liquor, wine, and other alcohol products.

Among the companies that submitted proposals: Keynes Distillery has proposed an investment of Rs 2,265 crore in Gorakhpur; CRI Food & Beverage has proposed Rs 300 crore (district yet to be decided); Shivansh Alliance Industries and Shivansh Allied India Pvt Ltd proposed Rs 300 crore in Sitapur and Rs 250 crore in Hardoi respectively; BAS Bharat in Aligarh and Allianz Industries in Mathura (for plant expansion) proposed Rs 200 crore each. Puneet Sharma and Rajat Kumar proposed Rs 160 crore in Mathura, and Medusa Beverages Pvt Ltd also proposed Rs 160 crore in Unnao. 

Mayer and Fraser (based in Sikkim) have proposed Rs 120 crore (location yet to be finalised), while Lucknow Distillery proposed Rs 100 crore in Lucknow. Devansh Brewery & Distillery, district yet to be confirmed, also proposed Rs 100 crore.

Other proposals include Rs 50 crore each from Indian Wine Growers Association in Kanpur Dehat and HG Brewers in Lucknow; Rs 40 crore from Dwarikesh Sugar India Ltd in Bijnor; and Rs 25 crore from Ghaziabad Organics Ltd. in Meerut for expansion.
