During a review of the Special Intensive Revision (SIR) campaign, Chief Electoral Officer Navdeep Rinwa stated that all districts must complete 100 per cent distribution of enumeration forms by November 15.
On Saturday, the Chief Electoral Officer reviewed the progress of the ongoing SIR in a virtual meeting with all District Election Officers (DEOs). While directing the timely payment of honorariums to Booth Level Officers (BLOs), he told the DEOs that strict action will be taken if negligence is found at any level during the SIR.
Districts With Slow Progress Instructed To Speed Up
The Chief Electoral Officer instructed the districts with slow progress in enumeration form distribution to accelerate their work. These districts include:
- Prayagraj
- Meerut
- Hardoi
- Bahraich
- Varanasi
- Balrampur
- Sonbhadra
- Ghazipur
- Deoria
- Amroha
- Jaunpur
- Fatehpur
- Ghaziabad
- Shahjahanpur
- Gorakhpur
- Kasganj
- Agra
- Unnao
- Badaun
- Banda
- Hapur

New Technology And Voter Facilities
Rinwa instructed DEOs to ensure BLOs download the advanced version 8.7 of the BLO app from the Play Store. He instructed that voters who are given enumeration forms should be marked on the BLO app, allowing the progress of distribution to be updated online.
He noted that voters can also fill out the enumeration form online by visiting the voters.eci.gov.in portal and entering their voter ID card number via their registered mobile number.
For the convenience of voters, the Election Commission of India has provided a 'Book a Call with BLO' facility. Through this, any voter can submit a request to speak with their BLO via the voters.eci.gov.in portal. The BLO will then contact the applicant within the next 48 hours to resolve the matter. Instructions were given to publicise and maintain the 'Book a Call' facility, similar to the voter helpline number 1950.
Under the SIR, District Contact Centres have been made operational in all districts and will be operational on all working days. To call a centre, the number 1950 must be dialled along with the district's STD code.
Ensuring An Accurate Electoral Roll
The CEO stated that the process of adding or removing names from the electoral roll must be completely transparent. He stressed that no ineligible person should be included in the roll and that full vigilance must be maintained to ensure the names of all eligible citizens are included.
Instructions were also given to complete the mapping of voters from the 2003 electoral roll to the current list within two days.

Rinwa fills His Own Enumeration Form
By filling his own enumeration form, the Chief Electoral Officer encouraged the people of the state to participate actively in the SIR campaign. He said that all voters should take part in this special campaign, which aims for an accurate electoral roll and a strong democracy, to ensure no eligible voter is left off the list.
He appealed to voters to fill out the form carefully, sign it, and return it to the BLO in a timely manner. He also requested that family members inform the BLO about voters who have passed away or have permanently relocated.
The names of voters whose signed forms are received by the BLO will be included in the upcoming draft voter list, which will be published on December 9,2025. The final electoral roll will be published on February 7,2026.
