The path has finally been cleared for vehicle owners across the state to receive smart Registration Certificates (RCs). These chip-based smart RCs aim to modernise and simplify documentation for over 50 lakh vehicle owners.
However, the Transport Department is still in the process of finalising how these cards will be issued—whether through a government agency or by inviting tenders for private institutions.
For nearly two years, the proposal for smart RCs remained stuck due to internal confusion and indecision within the department. The file kept circulating from desk to desk without any concrete progress. It was only in March, after Transport Commissioner Brajesh Narayan Singh highlighted the urgent need for digital RCs, that the government approved the proposal in principle.
Following the approval, two viewpoints emerged: one suggested the RCs be issued centrally, similar to driving licenses, while another recommended issuing them from the ARTO (Assistant Regional Transport Office) level. To decide the best course of action, the Transport Commissioner instructed officials to study models from other states such as Madhya Pradesh, where smart RCs are already in use.
This upcoming system is expected to provide significant benefits. The smart RCs will be embedded with microchips that securely store data, making the documents tamper-proof and durable. Unlike paper RCs, they won’t tear, fade, or get damaged by water.
On-the-spot verification by police and transport officials will also become quicker and more reliable, as they can scan the chip using card readers to instantly retrieve all vehicle details. Officials assure that this move is in the best interest of the public and will bring added convenience and safety to vehicle documentation.
