With traffic congestion in Dehradun spiralling out of control, the administration is pushing to expedite ambitious infrastructure projects. Despite efforts intensifying since January 2024, the Rs 6,200 crore elevated road project over the Rispana and Bindal rivers has faced delays, specifically in land acquisition. To address this, District Magistrate Savin Bansal convened a review meeting in the Collectorate auditorium on Thursday, holding officials accountable for the slow progress.
1. Rispana And Bindal Elevated Road Project
Directives On Land Acquisition
District Magistrate Bansal emphasised that this initiative is one of the Chief Minister's "dream projects," and therefore, no laxity will be tolerated. The project spans approximately 26 kilometres and requires large-scale land acquisition, including land for the rehabilitation of displaced persons.
Key Actions Required:
- Data Submission: The Municipal Corporation and MDDA were directed to submit details of their respective lands.
- Inter-Departmental Coordination: All departments with land falling within the project scope must provide details immediately.
- Legal Process: The data is required to publish the preliminary notification for land acquisition under Section 11.

2. Asharori-Jhajra Four-Lane Project
- Current Status: Stalled Designed to allow travellers between the Delhi-Dehradun and Paonta Sahib highways to bypass Dehradun city, this 12-kilometre project has been under construction for one and a half years. However, progress is currently stuck at just 15 per cent.
Bottlenecks And Solutions
- Issues: Obstructions by villagers in East Hopetown and Arcadia Grant, alongside pending forest land issues.
- Action Plan: The DM instructed the National Highways Authority of India (NHAI) to coordinate with the Sub-Divisional Magistrates of Sadar and Vikasnagar. They are to conduct a joint ground inspection to resolve these disputes.
3. Additional Infrastructure Updates
- Dehradun-Haridwar Road: Directives were issued for road improvements and the removal of encroachments.
- New Helicopter Services: Three new helicopter services are being launched to improve connectivity. Flights will operate from Dehradun to Tehri and Srinagar to Gauchar.
