The government has already started preparing for the Ardh Kumbh Mela that will be held in Haridwar in 2027. Regarding this, Chief Minister Pushkar Singh Dhami led a review meeting on Wednesday at the Secretariat to check on the preparations. He said that successfully organising a "divine and grand" Kumbh is the government's highest priority. The Chief Minister gave clear instructions that all permanent construction projects for the Mela must be completed by October of next year (2026) without fail.

He ordered the timely completion of work like building new ghats (bathing steps on the riverbank), widening the Kangra Ghat, and repairing existing ghats to manage crowds. He also called for the strict removal of illegal encroachments from government land and roads to ensure the event runs smoothly. The Chief Minister stressed that all work related to the Kumbh should be done according to a Master Plan for the expanded Mela area. He said the Master Plan should clearly mark all sectors, routes, parking lots, ghats and camping areas so that land can be acquired and used as needed.

Referring to the Haridwar Ganga Corridor, he asked for its work to be completed on a priority basis. He also directed officials to quickly complete the under-construction Bahadarabad-Shyampur bypass road so it can be used during the Kumbh to ease traffic. Additionally, he gave instructions to prepare plans for special tents in certain areas, strengthen traffic and parking systems, create a traffic diversion plan, arrange for shuttle services from parking lots, repair local roads in time, and quickly strengthen the walking paths to the Mansa Devi and Chandi Devi temples.

'Zero Waste' Concept to be Adopted for Work

The Chief Minister emphasized working on a "Zero Waste" concept for managing solid garbage. He asked officials to ensure proper solid waste management, dustbins, recycling systems, and enough mobile toilets in the Kumbh area. For the convenience of female devotees, he instructed that "Pink Toilets" and changing rooms be set up, and that 24/7 cleanliness be maintained at the ghats and on the banks of the Ganga.

All Basic Facilities Should Be at Parking Lots

The Chief Minister directed that all security arrangements for the devotees should be completed on time. He said that along with taking effective steps for crowd management and traffic control, all basic facilities must be ensured at the parking lots. He also ordered that lifeguards, safety ropes, and motorboats be deployed at every ghat for the safety of devotees. He said special attention must be paid to ensure that visitors leave Uttarakhand with a good experience, for which staff should be trained starting now to be polite and helpful with visitors.

He also called for the maximum use of IT and digital services in managing the Mela and for setting up a mobile app, a helpline, and information centers to provide real-time information to the devotees. Finally, he instructed the Chief Secretary to personally review the Kumbh Mela preparations every 15 days.
