In a bid to accelerate industrial and commercial growth, the Uttarakhand government has removed the mandatory ground coverage limit for commercial plots, allowing construction on 100 per cent of the plot area after setbacks. Previously, this limit was capped at 75 per cent. The decision was approved during the cabinet meeting chaired by Chief Minister Pushkar Singh Dhami on Wednesday at the Secretariat.
The cabinet also sanctioned amendments to the Uttarakhand Town Planning Scheme and the Land Pooling Scheme to facilitate planned urban development and smooth land acquisition for special townships.

To promote tourism, the government has eased land use requirements for constructing resorts, including eco-resorts. Resorts can now be built directly on agricultural land, with reduced road width standards of six metres in hilly areas and nine metres in plains. Concessions have also been granted in building bylaws regarding setbacks, Floor Area Ratio (FAR), hotel height, access roads, and stilt parking for resorts.
In addition, the cabinet approved additional FAR incentives to encourage green building standards in the state. A Gold, Silver, and Platinum-based system will allow up to three per cent extra FAR for eco-friendly constructions.
The amendments also promote energy efficiency through cool and green roofs, renewable energy integration, and traditional hill-style houses in mountainous regions.
