The Uttarakhand government is set to introduce QR code-based identification for all street vendors in the state, making it mandatory for them to publicly display their verified details. The Urban Development Department has begun a comprehensive digital survey to register nearly one lakh vendors, aiming to curb identity concealment and enhance vending zone management.

According to officials, the initiative follows several incidents where individuals reportedly operated stalls while hiding their identity, leading to tensions in various areas. To implement the system, the department has signed an MoU with the Information Technology Development Authority (ITDA), which is developing a dedicated mobile application to conduct the survey.

How the survey will be conducted

-Teams from local bodies will collect vendor information through the mobile app.

-The app will automatically capture the vendor’s exact operating location.

-Aadhaar details entered into the app will be verified through UIDAI.

-The vendor’s photograph, ration card details, mobile number, and address will be uploaded.

-All data will be stored on a secure cloud-based state server.

-A unique vendor ID will be generated, followed by issuance of a QR code.

-Vendors will be required to print and display the QR code on their carts.

How the QR code will function

-Customers can scan the displayed QR code using their mobile camera.

-This will open the official portal showing publicly accessible information, including the vendor’s name, identity, and vendor ID.

Officials say the move will help identify illegally operating carts, improve dispute resolution, and streamline urban vending systems. It will also allow authorised vendors to access benefits under the PM SVANidhi scheme, such as collateral-free loans and cashback incentives for digital payments.

“Providing a digital identity will reduce illegal vending and enable genuine cart operators to access government schemes,” said Vaibhav Gupta, Joint Director, Urban Development Department.
