In a powerful and unified stance against terrorism, BRICS leaders issued a strong joint declaration during the 17th BRICS Summit, condemning the April 22 terrorist attack in Pahalgam, Jammu and Kashmir. The statement described the attack, which killed 26 people and injured many more, as "cowardly" and reaffirmed the bloc's commitment to a zero-tolerance approach toward terrorism in all its forms.

The BRICS declaration unequivocally stated, “We express strong condemnation of any acts of terrorism as criminal and unjustifiable, regardless of their motivation, whenever, wherever and by whomsoever committed. We condemn in the strongest terms the terrorist attack in Jammu and Kashmir on 22 April 2025."

The leaders emphasised the need to combat terrorism comprehensively, including tackling cross-border terror networks, financing of terrorism, and eliminating safe havens for terrorists.

“We reiterate that terrorism should not be associated with any religion, nationality, civiliation or ethnic group and that all those involved in terrorist activities and their support must be held accountable and brought to justice,” the declaration said.

The joint statement also urged the international community to avoid double standards in counter-terrorism efforts and ensure full compliance with international laws, including the UN Charter, human rights law, and humanitarian law.

Modi Urges Action, Not Convenience

Addressing the BRICS Session on Peace and Security, Indian Prime Minister Narendra Modi made a strong pitch for global unity in the fight against terrorism. Referring to the Pahalgam attack as an “inhuman and cowardly act,” he said it struck at the "soul, identity, and dignity" of India.

“This attack was a blow not only to India but to the entire humanity,” said PM Modi, thanking nations that expressed solidarity and support.

He warned against selective outrage, stating, “Condemning terrorism should be our ‘principle,’ not just a ‘convenience.’ If we first see in which country the attack took place and against whom, then it would be a betrayal of humanity.”

Push For Stronger Global Mechanisms

BRICS also called for the speedy adoption of the Comprehensive Convention on International Terrorism under the UN framework. The leaders highlighted the role of the BRICS Counter-Terrorism Working Group (CTWG) and its subgroups, stressing deeper collaboration in counter-terrorism efforts.
