India has strongly rejected a UN special rapporteur's description of gangster Dawood Ibrahim-led D-company as an "India-based" criminal group. India flagged "glaring inaccuracies" in the report and cautioned that such incompetence causes tremendous harm to the body.
Strongly rejecting the description of D-Company as India-based, the Indian official asserted that the criminal organisation and its listed leader, Ibrahim, have been wanted in India in connection with terror attacks since 1993.
India has already provided proofs of Dawood Ibrahim's location
The significant statement from the Indian side came amid the fact that New Delhi has already provided electricity and telephone bills, passport records, family travel documents and residential addresses that formed part of a dossier compiled by Indian agencies in 2015 to support New Delhi’s longstanding claim that the fugitive gangster was living in Pakistan.

Ibrahim, wanted in connection with the 1993 Mumbai serial bombings, has remained unreachable for decades. Pakistan has consistently denied that he was residing on its territory. Indian agencies, however, have cited documentary records and intelligence inputs to identify properties in Karachi allegedly linked to him and his family.
Among the documents cited in media reports was a telephone bill issued in the name of Ibrahim's wife, Mehjabeen Shaikh, in April 2015. The bill reportedly listed an address in Karachi's Clifton neighbourhood. Passport details and travel records of family members were also cited as evidence of their links to Pakistan.

The dossier reportedly identified several residential addresses, including properties in Clifton and Karachi's Defence Housing Authority area. Indian authorities presented these details as evidence supporting their assessment of Ibrahim’s whereabouts, although the documents did not independently establish his physical presence at every listed address.
The last reported public appearance
Establishing when Ibrahim was last seen in public remains difficult. In 2015, Indian media published a photograph described as a recent image of the ageing fugitive, showing a receding hairline. However, the photograph’s circulation did not establish when or where he had last appeared publicly.
Earlier reporting suggested that Ibrahim had maintained an increasingly secretive existence. In 2005, he reportedly stayed away from the high-profile Dubai reception for his daughter’s marriage to Javed Miandad’s son. In September 2011, his brother Anees Ibrahim and associate Chhota Shakeel told an Indian television channel that he had attended his son’s wedding in Karachi. These were reported claims, rather than independently verified public sightings.
The reported operations to eliminate him
One of the most significant disclosures came in August 2015, when former Union Home Secretary RK Singh spoke about an alleged covert operation planned for 2005 to target Ibrahim during his anticipated visit to Dubai for his daughter’s wedding reception.
According to Singh's account, members of Chhota Rajan’s gang had been selected and trained for the operation. The plan reportedly collapsed after Mumbai Police arrested two associates, Vicky Malhotra and Farid Tanasha, disrupting the preparations. The account was subsequently reported by India Today and The Times of India.
Separately, India Today reported in 2000 that Chhota Rajan had made at least eight attempts to eliminate Ibrahim between February 1997 and December 1998. These were reported gang operations and should not all be described as official Indian government missions.
