The United Nations (UN) has added Israeli and Russian security forces to its blacklist, holding them responsible for sexual violence and rape in armed conflicts. According to a forthcoming report by UN Secretary-General Antonio Guterres, reviewed by FP, numerous credible cases of sexual abuse against Palestinian detainees and Ukrainian prisoners of war have been reported, despite investigators being denied access.
In fact, Guterres warned Russia and Israel of the potential for inclusion on this blacklist last August. Despite this, incidents of sexual violence, and their specific patterns, continued to emerge in the Ukraine conflict and the occupied Palestinian territories, and this phenomenon continued to be monitored by the UN.
The document clearly states that despite this warning from the UN, officials in both countries have consistently denied UN investigators access to investigate. Despite these continued obstruction and denial of access to the investigation, Israel and Russia have now been blacklisted and included on the UN Security Council agenda.

Allegations Of Rape, Sexual Violence
Both countries have been placed on the list of credibly suspected parties to armed conflicts that have committed or are directly responsible for rape or other forms of sexual violence. This list identifies parties to the Security Council that use sexual exploitation as a weapon of war or conflict.
It said the cases verified by the UN are indicative of trends over several years, but are not comprehensive due to denial of access to Israeli detention centers. The UN has identified the perpetrators as members of the Israeli military, security forces and prison services.

Israel on Thursday condemned the action taken by UN, which has made serious revelations about Russia, stating that sexual violence was carried out by the Russian armed forces and prison services in the occupied Ukrainian territories, as well as within Russia itself.
The report, based on data from the Human Rights Monitoring Mission in Ukraine, documented 310 cases of conflict-related sexual violence, including rape, genital mutilation and electric shocks.
