Newly surfaced reports suggest that the United States is quietly preparing for a long-term division of Gaza under a controversial security and reconstruction arrangement. According to The Guardian, the plan proposes dividing the enclave into a “green zone” and a “red zone,” separated by the existing “yellow line”, the point to which Israeli forces withdrew last month under a US-brokered ceasefire deal. This yellow line could soon become the de facto border inside Gaza, reshaping the region’s political and humanitarian landscape.
The proposed division would place the “green zone” under joint Israeli and international military control, creating an area where reconstruction efforts could begin. In contrast, the “red zone” would remain devastated and largely inaccessible, essentially freezing it in its current state until further political stabilisation.
An unnamed US official told The Guardian that the objective is to gradually shift civilians into internationally governed safe areas. Washington maintains that movement to the green zone would be voluntary, though no timeline has been outlined.
“As conditions improve and reconstruction begins, Gazan civilians will start moving there. People will say, ‘we want that,’ and so it evolves in that direction,” the official said. “No one’s talking about a military operation to force it.”
UN Security Council Vote Looms
These developments come ahead of a crucial UN Security Council vote on November 17 on a resolution endorsing President Donald Trump’s Gaza peace plan. Washington reportedly finalised language for the 15-member Council outlining a new transitional framework for Gaza following the cessation of the two-year war between Israel and Hamas.
A draft resolution seen by AFP “welcomes the establishment of the Board of Peace,” a temporary governing body for Gaza that Trump would theoretically chair until 2027. The text also authorises member states to form a “temporary International Stabilization Force (ISF)” to work with Israel, Egypt, and newly trained Palestinian police to secure borders and implement demilitarisation.
Regional Powers Back the Plan
In an unusual show of unity, the United States, Qatar, Egypt, the UAE, Saudi Arabia, Indonesia, Pakistan, Jordan, and Turkey issued a joint appeal urging the Council to adopt the resolution swiftly. They described the plan as critical for reinforcing the fragile ceasefire and launching the transitional governance model.
Plans for Gaza’s reconstruction have evolved rapidly. Initial US proposals included fenced-in “alternative safe communities” (ASCs) for small groups of civilians.
