In a significant move towards regulating tobacco consumption and protecting public health, especially that of children, France has decided on a wide ban on smoking in various public outdoor places. The decision, made public by Health and Families Minister Catherine Vautrin, coincides with the commemoration of World No Tobacco Day 2025, and would be implemented from July 1. Smoking will be banned on beaches, public parks and gardens, schools, bus stops, and sport stadiums in France. The historic ruling is intended to guarantee that children do not come into contact with tobacco smoke in the open, the minister declared. “Where there are children, tobacco must disappear,” Catherine Vautrin declared in an interview with Ouest-France. “The freedom to smoke stops where children’s right to breathe clean air starts.”
Although the terrace cafe in France would be exempt from the prohibition, the minister assured that electronic cigarettes (e-cigarettes) would also be outside the scope of this rule. For a firm implementation of the smoking ban, the government of France has introduced a fine of up to 135 Euros (around 13000 rupees) for individuals caught breaking the rules in smoke-free areas. The objective is to minimize the negative impacts of passive smoking and create a healthier environment, particularly for the young population.
Smoking Rates Fall, But Challenges Remain
Although France has a long history of being associated with tobacco, times are changing. Daily smoking among adults between 18 and 75 years old has fallen below 25 per cent, the lowest rate since the late 1990s, reports the French Observatory for Drugs and Addictive Trends. Still, WHO estimates show that 75,000 deaths occur annually in France from diseases caused by tobacco, and around 200 individuals die daily from smoking-related complications. The World Health Organization has alerted the world that flavoured tobacco products are fueling an increase in youth addiction.

World No Tobacco Day: A Global Wake-Up Call
World No Tobacco Day, commemorated on May 31 every year, was initiated by the World Health Assembly in 1987 to create global awareness of the risks of tobacco. It is a call to action for governments, organizations, and people to pledge stricter anti-tobacco actions. The 2025 World No Tobacco Day theme, "Unmasking the Appeal: Exposing Industry Tactics on Tobacco and Nicotine Products," condemns misleading tactics employed to ensnare young consumers. “Flavours are fuelling a new wave of addiction and should be banned,” said WHO Director-General Dr Tedros Adhanom Ghebreyesus. “They undermine decades of progress in tobacco control.”
Across the world, over 8 million individuals die annually because of tobacco smoking, including 1.3 million non-smokers who are affected by passive smoking. But a recent poll indicates that 62 per cent of French people favor smoking prohibitions in public places, demonstrating a change of public opinion. Over 1,500 towns and villages across France had already enacted local smoking bans on some outdoor areas, such as ski slopes, before the national action. France's Anti-Tobacco Programme 2023–2027 has as its ultimate goal making a "tobacco-free generation" by 2032, and this national ban is a big step in that direction.
