FASTag Toll Charges Update: Ministry of Road Transport and Highways (MoRTH) announced that it has amended the National Highways Fee (Determination of Rates and Collection) Rules, 2008. The new rules will apply only to the vehicles entering the plaza with an invalid or non-functional FASTag. While the toll charges have been increased for some users, the new regulations are expected to be a relief for others. The new FASTag toll charges will take effect from November 15, 2025, onwards. We are explaining all about the FASTag rules 2025 changes here.
FASTag New Rules 2025: Double Toll For These Users
As per the new FASTag rules, if any vehicle enters a toll plaza without a valid or functional FASTag, the user will be required to pay double the amount of the user fee. But there’s a catch: only users paying with cash will be required to pay double the amount of the user fee. For example, if the user fee on a toll is Rs 100 and a vehicle without a valid or functional FASTag enters that toll, and the user is paying in cash, then they will have to pay a total toll of Rs 200.

FASTag Penalty For UPI Users
While the government’s amendment to the National Highways Fee (Determination of Rates and Collection) Rules, 2008, comes as a distress for the cash users, it is a relief for users who use UPI. As per the new FASTag rules 2025, a vehicle entering a toll without a valid and functional FASTag will be required to pay 1.25 times the user fee. For example, if a vehicle without a valid/functional FASTag enters a toll plaza, and the user fee is Rs 100, the user will be required to pay a total amount of Rs 125 as a penalty.

FASTag New Rules 2025: Why The Relief For UPI Users?
The Ministry of Road Transport and Highways stated, ‘To incentivise digital payments and eliminate cash transactions at the user fee plazas on National Highways for non-FASTag users, the Government of India has amended the National Highways Fee (Determination of Rates and Collection) Rules, 2008.’ The government also said that these amendments aim to strengthen the fee collection process, enhance transparency in toll collection, and promote ease of commuting for the national highway users.
