Highway Toll Rules: The Ministry of Road Transport and Highways (MoRTH) has amended the National Highways Fee (Determination of Rates and Collection) Rules, 2008, imposing differential levies on non-FASTag users, depending on the mode of payment selected. The significant move aims to encourage non-FASTag users to make digital payments at user fee plazas on national highways, while strengthening the fee collection process, enhancing transparency in toll collection, and facilitating the ease of vehicular movement.
No FASTag? Here's How Much You Have to Pay
Under the new highway toll collection rule, non-FASTag users or vehicles entering a fee plaza without a valid or functional FASTag will have to pay an additional fee over the standard user fee. For example, if a FASTag user needs to pay a user fee of Rs 100 for a particular vehicle category, this figure will be doubled for those opting to pay in cash. Those going for UPI (Unified Payment Interface) payments will be charged only 1.25 times the applicable user fee, though.
This means that the user fee will be Rs 200 if paid in cash, and Rs 125 if paid digitally through UPI. The new amendment will take effect from November 15, 2025, according to ministry officials.
New Highway Toll Rule: What MoRTH Says?
'The latest amendment to the National Highways Fee (Determination of Rates and Collection) Rules, 2008, reflects the Government of India's commitment to leveraging technology for efficient toll collection and reducing congestion at toll plazas,' according to a statement issued by MoRTH on October 4.
'The revised rules will encourage the adoption of digital payments, enhance transparency in toll operations, and improve the overall user experience on National Highways.'

Having said that, if a national highway toll collection system fails to detect a vehicle with a valid FASTag, the motorist can pass through the toll plaza without making any payment. Currently, 98 per cent of the toll fee is collected through a FASTag, which was first introduced in 2014 to facilitate toll payments in a digital mode, reducing wait times and congestion. Non-FASTag users can apply for an annual FASTag pass for Rs 3,000 through the Rajmarg Yatra app or the NHAI website.
