The UP government has introduced stricter attendance rules across engineering colleges after receiving complaints that students were marking biometric attendance and then skipping classes.
The Department of Science, Technology and Technical Education has now directed all technical institutions to maintain manual attendance registers in classrooms and laboratories, in addition to the biometric system.

According to the department, poor classroom attendance has disrupted the proper conduct of lectures and practical sessions. With dual attendance monitoring, institutions are expected to ensure that students remain present throughout class hours. MIT Principal Dr MK Jha confirmed that the order has been issued by the directorate and that all colleges must comply.
To strengthen campus monitoring, the department has ordered engineering and polytechnic institutions to install CCTV cameras at important points. The move follows reports of ragging, altercations and disturbances in several colleges. Principals have been instructed to maintain strict vigilance, ensure regular hostel inspections by wardens and teachers, and address student grievances within set deadlines.
The department has also directed institutions to increase internal revenue by securing consultancy projects. Principals have been asked to coordinate with state government departments such as the Building Construction Department, Bihar Rajya Pul Nirman Nigam Limited, Road Construction Department and Rural Works Department. Officials stated that increased consultancy work will enhance institutional resources and provide financial benefits to teachers as well.
