The Bihar State Educational Infrastructure Development Corporation Limited (BSEIDC) will now manage all construction projects for the education department across Bihar's districts. Previously, the education department decided to separate District Education Officers from construction-related projects. This change took effect on April 1.
Consequently, BSEIDC has issued standard operating procedures (SOPs) to all District Magistrates for the implementation of district-level projects. Under these directives, incomplete projects at the district level will be transferred to BSEIDC.
Details of all transferred projects will be uploaded to BSEIDC's portal. This responsibility falls on the District Education Officer, with support from BSEIDC's Executive Engineer and Technical (Civil) Deputy Manager stationed in the district.
Project records will be handed over according to a checklist during the transfer, overseen by BSEIDC's Executive Engineer and Technical (Civil) Deputy Manager through the District Education Officer. The District Education Officer will transfer unspent funds for the respective projects to BSEIDC.
The SOP issued by BSEIDC to District Magistrates covers three types of projects: those physically complete but with pending payments, those physically incomplete, and approved projects where tenders, Letters of Acceptance (LOAs), agreements, or work orders were not finalised by March 31.
