The Bihar government's Education Department has begun the next crucial phase for teachers assigned to districts under inter-district transfers. The process is set to commence on November 24 and will continue till December 5, 2025, through the e-Shikshakosh portal.

The department has issued a detailed guideline for block and school allocations, which has now become mandatory for all districts in the state. The objective of this process is to make teacher transfer more transparent, scientific and need-based, so that subject-wise balanced teachers are available in every school.

According to the factual information released by the Education Department, in the first phase of inter-district transfer, out of a total of 41,684 applications, 24,732 teachers were allotted districts, but many teachers could not get allotment due to the non-availability of vacancies as per their choice.

The department again took district options from such teachers, after which districts were allotted to 2,439 teachers in the second phase. Thus, in both phases, a total of 27,171 teachers have been allotted to new districts.

According to department officials, the next phase of the process will now be conducted entirely online in a time-bound manner. Teachers who have been assigned to a new district will now be asked to choose five blocks online.

Teachers have been advised to prioritise their block placements based on their subject-specific vacancies. The District Education Department administration has issued instructions to all blocks in the district to begin preparations for the smooth conduct of this process.

The officials have been instructed to ensure that the entire process from taking the option to allotment is done in a technically safe and transparent manner. Block allotment will be done by the Establishment Committee constituted under the chairmanship of the District Officer.

The committee is set to allocate blocks through software based on available vacancies by block, class and subject. This phase will run from December 10 to December 15, 2025.

Importantly, if a teacher does not submit five block options, their district allocation will be automatically cancelled, leading to their posting in their previous district and school.
