Bihar ranks 13th among 18 large states in India (with populations over one crore) on police, prisons, judiciary, and legal aid standards, according to the India Justice Report 2025. Karnataka, Andhra Pradesh, and Telangana hold the top three positions, respectively.
States like Rajasthan, Jharkhand, Uttarakhand, Uttar Pradesh, and Bengal rank below Bihar. The report highlights Bihar's significant improvement in police and judicial services over the past three years, showing progress in 47 out of 68 parameters.
However, Bihar's police-population ratio remains a concern, with 1522 people per officer compared to the national average of 831. Although it improved from 1695 people per officer in 2022 due to recent recruitments, it still lags behind. Odisha and West Bengal also face similar challenges with 1298 and 1277 people per officer, respectively.

Between 2017 and 2023, rural police stations decreased while urban stations increased. Nationally, there is one police station per 93,000 urban residents and 98,000 rural residents. In Bihar, the figures are one station per 76,299 urban residents and 164,241 rural residents.
The average police station jurisdiction in Bihar is 11.4 sq km in urban areas and 136 sq km in rural areas, compared to the national averages of 19.6 sq km and 337 sq km, respectively.
Bihar has a 23.3 per cent vacancy rate for constables and 44.7 per cent for officers. Bihar leads in the percentage of women police personnel at 23.7 per cent, exceeding the national average of 13 per cent. It also has 12.6 per cent women police officers compared to the national average of 8 per cent.
However, Bihar lags in women judges, with only 2.9 per cent in the High Court compared to the national average of 14 per cent, and 26.6 per cent in subordinate courts compared to the national average of 38 per cent.
