Aadhaar New Rules 2025: The Unique Identification Authority of India (UIDAI) has released updated rules for the Aadhaar enrolment process which became effective from July 2, 2025, onwards. These regulations include a list of verified documents for identification, address and date of birth verification.

Aadhaar was launched by the Unique Identification Authority of India (UIDAI), a statutory authority established under the Government of India in the year 2009. It is a 12-digit unique identification number provided to every resident of India and is essentially a digital identity that links an individual's demographic information (like name, address, date of birth) with their biometric data (fingerprints, iris scans, and facial photograph). It was primarily launched keeping in mind its verifiability and portable identity. It works by collecting biometric and demographic information of an individual. The database is centrally managed by the Unique Identification Authority of India (UIDAI).

UIDAI New Rules 2025

The UIDAI has released a new notification, introducing new norms for updating and enrolling for Aadhaar card. Some of the key changes announced by UIDAI include:

Mandatory birth certificate for certain children: A birth certificate has now been made compulsory for Indian and NRI individuals born on or after October 1, 2023, so that their Aadhaar enrollment process can start from the very beginning.

Only one Aadhaar card will be considered valid: From now on, if an individual has been issued multiple Aadhaar numbers, their first Aadhaar card that includes their biometric data will be considered valid, and any other Aadhaar numbers will be cancelled. If the first Aadhaar card does not have the individual's biometrics, then the first one with biometrics will be considered valid.

Specific documents for name, date of birth, or gender changes: For making any changes to your name, date of birth, or gender on an Aadhaar card, specific documents like an official government gazette notification, medical certificate for gender reassignment, or a school certificate will be required.

Separate list of documents for foreign nationals: Foreign nationals, Overseas Citizens of India (OCI) cardholders, and citizens of Nepal or Bhutan must refer to a separate list of documents provided by UIDAI. These requirements generally involve a valid visa, foreign passport, and registration certificates/residential permits issued by FRRO/FRO, or specific documents for Nepal/Bhutan citizens.

Here is a list of commonly accepted documents for Aadhaar enrollment and updates:

  • Passport
  • Driving license
  • Voter ID card
  • Electricity, water, or gas bills (for address proof, usually not older than 3 months)
  • Birth certificate (which is mandatory in certain cases as mentioned above)

Aadhaar is a vital document which is crucial for every Indian resident. However, it's important to note that Aadhaar is proof of identity and residence, not citizenship. Losing it is not equivalent to losing citizenship of India. These new rules were enacted a few days ago and became effective on July 2, 2025.
