In a letter to the Commissioner-cum-Secretary of the School & Mass Education Department, the office of the Special Relief Commissioner announced the government's decision to close schools in the affected districts from October 23 to October 25.

According to IMD officials, the low-pressure area over the east-central Bay of Bengal and the adjoining north Andaman Sea is expected to move west-northwestwards, intensifying into a depression by Tuesday morning and developing into a cyclonic storm by Wednesday over the east-central Bay of Bengal. The storm is likely to make landfall between the north Odisha and Bengal coasts between the night of October 24 and the morning of October 25.
