Kerala Education Policy Reform: The Supreme Court of India has directed the Kerala government to open lower primary and primary schools in all areas where there are currently no government schools. A bench headed by Chief Justice of India (CJI) Surya Kant directed the state to formulate a policy within three months to ensure compliance.
During the hearing, CJI Surya Kant commented on the state's lack of access to schools, noting that this is the situation in a state that boasts of "100 per cent literacy."
Kerala High Court Order on School Infrastructure:
According to the order, the state of Kerala takes a holistic decision to set up government primary school where there are no such schools functioning under the 2009 act. In all such areas which have difficult geographical terrain, a school must be established in the same area and a policy decision must be taken in this regard within 3 months.
In the second phase school must be established when there are no lower primary schools within a radius of 1 km and upper primary schools within a radius of 3 km.
We are conscious that the state government may not have funds for the wholesome construction of required schools. In this regard, let some private buildings be identified where a school can be established as a makeshift arrangement, and such an arrangement cannot continue indefinitely.
The Chief Justice-led bench also directed the government to allocate the necessary budget for the construction of permanent school buildings.
Panchayats have been asked to provide details of available land for school construction. The court stated that until permanent teachers are appointed, retired teachers should be employed to run the schools.
