H Vinoth’s Jana Nayagan, starring Vijay and widely touted as the Tamil superstar’s final film before his political foray, remains pending with the Central Board of Film Certification (CBFC). Amid questions around certification delays, the Ministry of Information and Broadcasting (MIB) informed the Lok Sabha that the average time taken to certify a film has significantly reduced to 18 days. The ministry also shared data on the number of films that have been challenged before the revising committee (RC) and the High Court (HC).
Responding to a query raised by Priyanka Gandhi Vadra, Minister of State for Information and Broadcasting and Parliamentary Affairs L Murugan said the reduced timeline is a result of the implementation of the Online Certificate System. He noted that the current average is well below the prescribed 48-day limit for film certification, adding that short films are now being cleared within just three days.
The CBFC functions under the Cinematograph Act, 1952 and the Cinematograph (Certification) Rules, 2024. The MIB also shared yearly data on film certifications and challenges before the RC and HC since the FCAT was scrapped in 2021, noting that RC reviews are completed within the timelines set under Rule 37(7).
Which films are required to make cuts and modifications?
"Cuts or modifications are recommended only if the content violates statutory parameters concerning sovereignty and integrity of India, security, public order, decency, morality, defamation, contempt of court or incitement to offence," they clarified.
"The Government is committed to maintaining a transparent and accountable certification process, while protecting creative freedom and discharging its obligations under the Cinematograph Act," said the ministry.
