In compliance with the Supreme Court’s suo motu order dated August 11, 2025, in petitions related to stray dogs, the Gurugram Municipal Corporation (GMC) has issued directives to regulate the feeding, care, and management of community dogs in the city.

According to GMC officials, legal action will be taken against anyone obstructing the implementation of the court’s orders. Obstructing officials during their duties will be considered an offence.

Under the new guidelines, Resident Welfare Associations (RWAs), Apartment Owners’ Associations (AOAs), and local body representatives are responsible for ensuring adequate food for community dogs in their areas. 

Feeding centres must be located away from children’s play areas, staircases, entrance gates, or spaces frequented by senior citizens. Dogs cannot be fed inside societies or in front of gates, and feeding schedules should not inconvenience residents. It is also mandatory to maintain cleanliness at feeding areas.

In case of disputes, an animal welfare committee will be formed, comprising the Chief Veterinary Officer, a police representative, a member from the state SPCA board, a recognised animal welfare organisation, a local veterinarian, the complainant, and a representative from the concerned RWA or AOA.

These committees will assist in vaccination, capturing, and releasing stray dogs. Aggressive or rabies-infected dogs will be kept in isolation in special shelters and will not be released onto the streets.

Citizens wishing to adopt stray dogs can apply at the office of the Chief Medical Officer of GMC in Sector 39. Adopted dogs will be tagged and monitored to prevent them from roaming freely. GMC has urged all citizens, RWAs, and animal lovers to comply fully with the Supreme Court orders to ensure a safe and responsible city. Complaints regarding stray dogs can be registered on the GMC helpline at 1800-180-1817.
