Congress on Tuesday submitted the notice of no confidence motion against the Lok Sabha Speaker Om Birla to the Secretary General of the House. The move comes in the wake of a heated showdown between the Bharatiya Janata Party (BJP) and the Opposition during the ongoing Parliament session, which led to Prime Minister Narendra Modi cancelling his scheduled address in the Lok Sabha last week.
According to news agency ANI, Congress MP Gaurav Gogoi said that the Congress submitted notice of no-confidence motion against the Lok Sabha Speaker under Rule 94C of rules and procedures at 1.14 pm.
Following the notice, Om Birla directed Secretary General-Lok Sabha to examine the notice and take appropriate action, Lok Sabha Secretariat sources told ANI.
Last Thursday, Om Birla said he had concrete information that many Congress MPs could carry out an "unexpected act" by reaching the spot where PM Modi sits, and therefore, he asked him not to come to the House to deliver his address. If this incident had taken place, then this would have left the democratic traditions of the country in shreds, Birla said as the House reassembled.
Voting To Take Place Over 3 Points
According to sources cited by NDTV, the vote is expected to centre on three issues against Om Birla. These include his decision to not allow Leader of the Opposition Rahul Gandhi from quoting passages from an unpublished book by former Army chief General MM Naravane, while permitting BJP MP Nishikant Dubey to read from books critical of the Congress and the Gandhi family. The move will also flag the suspension of eight Congress MPs, who were barred from attending the House for the rest of the session.
Earlier, in his letter to Om Birla, Rahul Gandhi alleged that the Speaker acted at the "behest" of the government and was forced not to allow him to speak, and said preventing the Leader of Opposition from exercising his right to speak in the House was against Parliamentary practices and convention.
The Congress leader noted that while speaking on the Motion on the President's address on Monday, the Speaker had directed him to authenticate a magazine which he intended to refer to while raising the India-China conflict of 2020.
