New Delhi: The Delhi Development Authority (DDA), chaired by Lieutenant Governor VK Saxena, has approved several key projects aimed at transforming Delhi’s urban landscape. The decisions, taken during the latest DDA meeting, focus on housing, infrastructure, education, and sports development across the national capital.
Among the major approvals are a multi-sports integrated stadium in Narela, redevelopment of old DDA staff quarters, an education hub, and Delhi’s first Transit-Oriented Development (TOD) housing project at Karkardooma. These initiatives are expected to enhance urban planning, boost employment, and improve living standards in the city.

Land Pooling Policy And Land Use Changes
The DDA approved the change of land use for 40.23 hectares to promote the land pooling policy, which was introduced in 2018. This policy covers 105 urban villages across six planning zones, encouraging the participation of private landowners in city development.
Sector 8B in Planning Zone P-II has become the first area to achieve the 70% land pooling requirement, enabling project implementation. Under the new plan, 60% of the land will go to the consortium, while 40% will remain with the DDA.
Redevelopment Of Old Staff Quarters
The authority has also cleared the redevelopment of five-decade-old DDA staff quarters in Safdarjung Development Area and Old Rajendra Nagar.
NBCC (India) Limited has been appointed as the Project Management Consultant for the initiative. The redevelopment aims to provide modern, safe, and self-financed housing for government employees. The expenditure for the project will be met through the saleable portion of redeveloped properties.
DDA has also been authorised to take up similar redevelopment projects for other old quarters in the future.
Multi-Sports Integrated Stadium In Narela
In a major push to sports infrastructure, the DDA approved land use change for constructing a multi-sports integrated stadium on 30.35 hectares (75 acres) in Sector G-3/G-4, Narela. The facility will have direct access to NH-1 and UER-II (100-metre road), connecting it to the Indira Gandhi International Airport.
The stadium will host national and international sporting events and is expected to promote sports tourism and local economic activity in North Delhi.

Narela To Emerge As An Education Hub
Another major project approved is the development of an education hub in Sector G-7/G-8 of Narela. Around 4.33 hectares of land has been converted from residential to public use to accommodate universities and higher education institutes.
The project will be well-connected through the Urban Extension Road-I and the proposed Metro Red Line, aiming to improve access to higher education and create employment opportunities for youth.
Delhi’s First TOD Housing Project At Karkardooma
The DDA also approved the Karkardooma Housing Scheme 2025 under the Towering Heights at East Delhi Hub project. This will be the first Transit-Oriented Development (TOD) project in the city, featuring 1,026 ready-to-move-in 2BHK flats to be sold through e-auction.
The TOD model promotes pedestrian-friendly and mixed-use housing, integrating residential spaces with public transport connectivity.
