The Municipal Corporation of Delhi (MCD) has launched strict action against unauthorised commercial activities, including seizing conversion charges and revoking health trade licenses. The action came after it emerged that some individuals allegedly manipulated the MCD’s software to make payments for conversion, parking and registration fees, and subsequently obtaining receipts.

They also allegedly obtained health trade licenses by submitting incomplete or misleading information, enabling illegal operations in violation of the Master Plan 2021 regulations.
The civic body has issued a public advisory, warning against engagement with fraudulent operators. It emphasized that under the Master Plan Delhi (MPD) 2021 guidelines, conversion is not permitted for illegal or unlisted activities. The MCD cautioned that such violations will attract penalties, even if the health trade license fee has been paid.
"We have urged the public to verify the permissibility of commercial activities from MCD's website or MCD office before depositing any conversion, parking and registration charges or health trade licence charges. The use of premises is regulated by the provisions of Master Plan 2021. Likewise, a health trade licence can be issued only in premises where the activity is permissible as per Master Plan 2021," MCD said in its statement.
"Whenever people are starting any new commercial activity in any area under MCD jurisdiction, they should verify the permissibility of the proposed activity from the website of MCD or the MCD office before depositing any conversion, parking, and registration charges or health trade licence charges," MCD further said.
The civic authority stated that it recently cracked down on illegal commercial activities, revoked unauthorized land-use conversions, and cancelled health trade licences. Officials also noted that some individuals had attempted to apply for licences from roads narrower than 18 metres, areas not permitted for commercial use.
"This was discovered during a random examination of documents submitted by applicants, including the addresses of commercial establishments," said an official.

However, experts emphasized that the civic body should implement an intelligent software system equipped with comprehensive data on authorized and unauthorized colonies, permissible roads, and allowable activities, enabling it to automatically reject ineligible applications at an early stage.
