The Haryana government on Friday formed a six-member Special Investigation Team (SIT) to investigate the alleged suicide of IPS officer Y Puran Kumar. The SIT will be headed by Inspector General of Police (IGP) Chandigarh, Pushpendra Kumar.
ADGP Kumar shot himself dead on Tuesday, with his service revolver at his residence in Sector 11, Chandigarh. The suicide by such a senior police official sent shockwaves throughout the state.
During the investigation, a detailed suicide note was found near his body. The note made further shocking revelations as the IPS officer had expressed deep dissatisfaction and highlighted job-related issues, naming the 16 officials as contributing factors to his distress.
These officials included the Haryana Director General of Police (DGP) Shatrujeet Singh Kapur and Rohtak Superintendent of Police (SP) Narendra Bijarniya.
Based on the allegations in his purported suicide note, a case against all the named officials, including the Haryana DGP, under sections 108 (abetment of suicide), 3(5), 3(1)(r) of the Indian Penal Code, and the SC/ST Act.
In his suicide note, the ADGP has alleged mental harassment and caste-based discrimination. He alleged, "In 2020, I visited a temple at a police station in Ambala. The then ACS, Home, Rajiv, also did not support me. Just before my father's death, the then ACS did not even grant me earned leave to meet him for the last time. I informed the then Chief Secretary about this in writing. Manoj Yadav's batchmates, TVSN Prasad (then ACS, Home), and PK Aggarwal (then DGP), followed suit."
He added that no action was taken on his written applications and complaints, even as a meeting was held in November 2023 by the then Home Minister Anil Vij, where ACS Home TVSN Prasad and DGP Shatrujeet Singh Kapur were present.
"Kala Ramachandran, a 1994-batch IPS officer, imposed additional rules on me when allocating official accommodation in Panchkula. Sandeep Khirwar, a 1995-batch IPS officer who was then the police commissioner in Gurugram, and Shibas Kaviraj, a joint police commissioner, both tried to frame me in false case," Kumar alleged in his suicide note.
Blaming the then DGP Manoj Yadav, he alleged, "The then-DGP, Manoj Yadav, and the then-ACS, Home, Rajiv Arora, publicly damaged my reputation. Manoj Yadav, PK Aggarwal, and TVSN Prasad were all 1988 batchmates. Manoj Yadav was the main conspirator, while the other batchmates were active participants in the conspiracy."
