Karnataka Reservation Bill: After Karnataka Chief Minister Siddaramaiah announced his cabinet's approval of a bill requiring private sector employers to hire only Kannadigas for Grade 'C' and 'D' posts, several renowned industrialists and business tycoons voiced their displeasure on Wednesday.

Karnataka Reservation Bill: Key Provisions

As per news agency PTI's sources in the law department, the proposed legislation, titled 'Karnataka State Employment of Local Candidates in the Industries, Factories and Other Establishments Bill, 2024' will be tabled in the state Assembly on Thursday.

In the context of 'Local Candidates', the contentious bill states, "Any industry, factory or other establishments shall appoint fifty per cent of local candidates in management categories and seventy per cent in non-management categories."

Criticising the bill, Kiran Mazumdar-Shaw, the Executive Chairperson of Biocon Limited, took to social media platform X and said, "As a tech hub, we need skilled talent and whilst the aim is to provide jobs for locals we must not affect our leading position in technology by this move. There must be caveats that exempt highly skilled recruitment from this policy."

Meanwhile, former Infosys CFO Mohandas Pai launched a sharply worded attack against Karnataka's ruling Congress, saying, "This bill should be junked. It is discriminatory, regressive and against the constitution [Jairam Ramesh] is govt to certify who we are? This is a fascist bill as in Animal Farm, unbelievable that [Congress] can come up with a bill like this- a govt officer will sit on recruitment committees of private sector? People have to take a language test?"

The controversial bill, drafted by the labour department, claimed that jobs at companies operating in Karnataka are going to people from northern states. It states that industries that get infrastructure including land and water from the state should give reservations for jobs to the locals. The bill was approved in a cabinet meeting held on Monday.
